Vision 2030 for textile industry

To enhance cotton productivity and quality, promote innovation, and strengthen the entire textile value chain in line with Vision 2030, a five-year ‘Mission for Cotton Productivity’ was announced by Union Minister for Finance and Corporate Affairs Ms. Nirmala Sitharaman in the Union Budget 2025-26. The Department of Agricultural Research & Education (DARE) is the nodal agency for implementing the Mission, with the Ministry of Textiles as a key partner. The initiative aims to boost cotton production through strategic interventions, including research and extension activities across all cotton-growing states. A major focus will be on developing climate-resilient, pest-resistant, and high-yielding cotton varieties, including Extra Long Staple (ELS) cotton, using advanced breeding and biotechnology tools.
A Special Project on Cotton titled ‘Targeting technologies to agro-ecological zones – large-scale demonstration of best practices to enhance cotton productivity’ has been implemented by the Indian Council of Agricultural Research (ICAR) - Central Institute for Cotton Research (CICR), Nagpur. The project, which runs across eight major cotton-growing states, is being undertaken under the National Food Security and Nutrition Mission (NFSNM) during FY24, FY25, and is ongoing in FY26, with a total outlay of Rs. 6,03,23,500 (US$ 698,614). The mission aims to provide cotton farmers with innovative scientific and technological support to enable higher productivity, better fibre quality, and stronger resilience against climatic and pest-related risks. Aligned with the government’s integrated 5F vision, Farm to Fibre to Factory to Fashion to Foreign, the mission is expected to raise cotton farmers’ incomes, ensure a stable supply of quality cotton, and revitalise India’s traditional textile sector to enhance its global competitiveness.
