The Union Cabinet, chaired by Prime Minister Mr. Narendra Modi, has approved the Department of Scientific and Industrial Research (DSIR) / Council of Scientific and Industrial Research (CSIR) Scheme on “Capacity Building and Human Resource Development” with a total outlay of Rs. 2,277.4 crore (US$ 256.72 million) for the 15th Finance Commission Cycle (FY22 to FY26). The scheme, implemented by CSIR, will encompass all Research and Development (R&D) institutions, national laboratories, Institutes of National Importance, Institutes of Eminence, and universities across India. It provides a structured platform for young researchers to pursue careers in universities, industry, national R&D laboratories, and academic institutions. Guided by eminent scientists and professors, the initiative focuses on strengthening Science, Technology, and Engineering, Medical, and Mathematical Sciences (STEMM) while increasing the number of researchers per million population, contributing to India’s Sustainable Development Goals (SDGs) in the science and technology sector.
The initiative consolidates four sub-schemes: Doctoral and Postdoctoral Fellowships; Extramural Research Scheme, Emeritus Scientist Scheme, and Bhatnagar Fellowship Programme; Promotion and Recognition of Excellence through Award Schemes; and Knowledge Sharing through Travel and Symposia Grant Schemes. Over the last decade, India’s research and development efforts have improved its ranking to 39th in the 2024 Global Innovation Index and positioned it among the top three nations for scientific paper publications, according to the National Science Foundation, USA. This approval marks a historic milestone in CSIR’s 84-year legacy, reflecting the government’s commitment to building a robust, innovation-driven research ecosystem and preparing Indian science for global leadership in the 21st century.
